Energy Assistance Program - EAP The state's Energy Assistance Program is still waiting for federal funding for this program year. Benefits may be delayed due to the government shutdown. However, applications are still currently being accepted, and individuals are encouraged to apply. Based on a federal court ruling on October 31st, the Department of Children, Youth, and Families is expecting to provide at least partial SNAP food benefits in November. MFIP cash benefits will be issued as normal.
