Housing Accessibility/Emergency Loan Program (ELP): Assists homeowners with urgent repairs or essential accessibility improvements. Terms and eligibility match the Rehabilitation Loan Program, including deferred repayment and lien requirements. Programs are available to homeowners in Dodge, Fillmore, Freeborn, Houston, Mower, Steele, and Winona counties.
