Housing Rehabilitation Loan Program (RLP): Helps homeowners who are low-income make their homes safer, more livable, accessible, and energy efficient. Eligible improvements include plumbing, electrical wiring, roofing, heating, accessibility modifications, and any repair needed to meet code requirements. Loans are deferred, with a lien on the property, and are forgivable after 15 years if the home remains the owner's primary residence. Includes mobile homes in a mobile home park, with a 10-year term. Housing Accessibility/Emergency Loan Program (ELP): Assists homeowners with urgent repairs or essential accessibility improvements to their home. Guidelines and terms for this loan are the same as for the Rehab Loan Program.
