Residents of Aitkin, Beltrami, Carlton, Cass, Clearwater, Cook, Crow Wing, Hubbard, Itasca, Koochiching, Lake, Lake of the Woods, Mahnomen, Roseau, Saint Louis, and Wadena counties who are:

In good general health and feeling well
Be at least 17 years old
Weigh at least 110 pounds
