- Serves Minnesota - Provisional license: 16 years of age and older; must have had an instruction permit for 6 months - Drivers license: 18 years of age and older, must pass knowledge and road tests - New drivers: 18-year-olds must have had an instruction permit for 6 months; 19-year-olds must have had an instruction permit for 3 months - ID Card: Anyone; must present identity documents as proof of age and full name
