Open to all who meet the following:
- Have a hearing loss, speech or physical disability that limits use of a standard telephone
- Have a telephone in their home or have applied for telephone service
- Have a family income equal to or below program guidelines

Provides free assistive phone devices to Minnesotans who qualify. Designed to make telephone communication more accessible for individuals who are deaf, hard of hearing, deafblind, or have a speech or physical disability. Equipment provided includes, but is not limited to:
- Hands-free speaker phones
- Light-flashing ringers
- Loud ringers
- Phones for individuals with speech impairments
- Phones that display the caller's words on a screen and allow the user to respond verbally
- Special equipment for people who are deafblind
- Phones with amplified or enhanced sound for clearer hearing
- TTYs
