Owns and manages housing units throughout the City of Saint Paul. Apartments are located in hi-rise buildings, townhouse developments, duplex, and single-family units. Provides a clean, safe, and affordable living environment for eligible low income individuals and families; families pay 30% of their adjusted monthly income for rent and utilities. Waiting list is centralized; when an applicant reached the top of the list and PHA verifies their eligibility, they are offered the next available unit for their household size.
