Owns and manages housing units throughout the City of Saint Paul. Apartments are located in hi-rise buildings, townhouse developments, duplex, and single-family units. Provides a clean, safe, and affordable living environment for eligible low income individuals and families; families pay 30% of their adjusted monthly income for rent and utilities. Waiting list is centralized; when an applicant reached the top of the list and PHA verifies their eligibility, they are offered the next available unit for their household size. Application process

Visit website PHA will begin accepting online applications for three and four bedroom units on January 17th and continuing until further notice. Applications are available through the website only, and will not be accepted by fax or email. Applicants needing a reasonable accommodation can submit a written request to the PHA's Rental Office.)
