Housing Rehabilitation Loans and Grants - Duluth Housing and Redevelopment Authority

Offers private homeowners and landlords the resources to make improvements to their homes through a variety of community-based programs. The programs help homeowners who meet income limits, and landlords renting to low-income tenants keep their properties safe, secure, and well-maintained. - Exterior Housing Renovation Matching Funds Program: Provide a 30 year deferred loan for renovation costs of up to $15,500.00 through Minnesota Housing. The program requires a dollar for dollar match that may be obtained as a forgivable loan for eligible participants. Eligible properties located in Lincoln Park, Central Hillside, and East Hillside. - Healthy Homes Pilot Program: Provides a thirty year deferred loan up to $25,000 to qualified homeowners for single-family home repair projects and owner-occupied small multi-family homes of two to four units whose rents are affordable to low and moderate income households. - Rental Rehabilitation Program: Provides zero interest loans of up to $15,000 per rental unit ($10,000 per studio unit), and up to $30,000 for a single-family rental home for qualifying properties. - Single Family Rehab Program: Provides zero interest, 15 year deferred loans up to $30,000 to qualified homeowners for single-family home repair projects. Eligible projects include health safety items, roof repair/replacement, window replacement, siding/envelope improvement, and energy efficiency upgrades.
