Adult residents of Winona County; in order to become licensed as a family day care provider, the applicant must meet minimum licensing standards: reside in the county where application is made; be at least 18 years of age; the applicant must be the person who will be the primary provider of care; the applicant shall give permission for a licensing study; a safety inspection of the home must be done; allow the county to complete a criminal background check
