Works to prevent, protect against, quickly respond to, and recover from health emergencies. Emergencies include:
- Acts of bioterrorism
- Effects of severe weather, natural disasters, and power outages
- Incidents resulting in mass casualties
- Infectious disease outbreaks/pandemics
- Toxic chemical or radiological releases
