Children who are living with an Emotional Disturbance/Serious Emotional Disturbance (ED/SED), are currently enrolled in a Minnesota Health Care Plan (MHCP), and are residents of Big Stone, Chippewa, Kandiyohi, Lac qui Parle, Meeker, Renville, and Swift counties
