Emergency General Assistance - EGA - Scott County Economic Assistance

- Cash-grant program for adults with low incomes experiencing a household emergency - Applicants must not have received or been eligible for emergency aid from the County within 12 months of application - Issuance of funds must resolve the emergency, not just delay it - Applicants must first attempt to resolve the crisis using all available resources; this would include their own assets and any available income. They must also apply for other programs/resources available to them, such as fuel/energy assistance, rental assistance, etc. The client must also attempt to set up payment arrangements with the landlord, utility company or other appropriate creditor. - Funds provided in the form of a vendor check - Applicants may receive up to $1,050 in funds every 12 months Funds may be used for: - Housing costs such as rent (to prevent an eviction) and/or damage deposits (not in excess of one month's rent). Keeping the residents in their present residence is the preference, however, if there would not be sufficient income for payment of ongoing expenses after the crisis/emergency is addressed, the County will not issue funds for the applicant's present residence. - Moving expenses (which includes transportation or personal property and deposits for rent and/or utilities). The move is due to denial of funds to pay existing housing costs and the County determines moving will resolve the crisis and is the most cost effective means of resolving the emergency. The applicant must not have enough assets to pay moving expenses on their own. - Utility costs necessary to avoid utility shutoff or threat of shutoff and/or deposits for basic need utilities. Charges for municipal water and sewer, wood, electric and gas service, fuel oil, and trash removal are all utility bills that may qualify for payment. Funds will only be used if the utility service verifies that it will continue or restore services based on the issuance of these funds. Before making payment for a utility disconnect, the County must determine if the utility company will negotiate with the applicant a minimum payment amount that will prevent the shutoff. Any funds payment may not include the current month's bill.

- Application/registration form - Applicant's identity (birth certificate, driver's license, Green card, library card, mail with current address, Medicare card, military discharge papers, picture ID, proof of address, proof of citizenship/passport, Section 8, Social Security card/number, state ID or utility bills) - Eviction notice - Proof of household income for the previous calendar year (tax returns accepted) in addition to 60 days of income prior to date of application and all income received from date of application

Eligibility

Low-income adults who have a net annual income less than 200% of the federal poverty guidelines (FPG) and who have been residents of Minnesota for at least 30 days and currently live in Scott County
