Individuals age 16 or older who are not enrolled or required to be enrolled in secondary school and are residents of Brown, Lincoln, Lyon, Murray, Pipestone, or Redwood counties who meet one or more of the following: - Do not speak, read, or write English - Do not have a high school diploma - Lack sufficient mastery of basic educational skills to enable the person to function effectively in society
