Provides free and confidential legal information and advice about any rental housing issues/questions via phone or email. Additional services may include: - Advice/assistance to low-income tenant groups in community organizing and advocacy - Advice to renters who rent mobile home lots and own the mobile home - Offers training that educates on tenant/landlord rights targeted to specific populations including high school and college students, shelter and transitional housing residents, social workers, inspectors, police officers, attorneys, prisoners about to be released, and landlords - Provides advice on any rental housing topic. Common topics: repairs, evictions, security deposits, leases, notices, privacy, rent increases, fees, neighbor/roommate disputes, etc. - Provides legal advice for tenants whose landlords are going through foreclosure and may be facing eviction - Policy advocacy on tenant rights and affordable housing issues - Policy-based research activities NOTE: Email is the preferred method of communication. Email using the form https://homelinemn.org/email/; call and leave a voicemail NOTE: Email is the preferred method of communication; responses to emails can take up to 24 hours If a tenant calls HOME Line: - Tenant leaves limited details as specified in intake voice messaging system; information is routed by issue to appropriate staff or volunteer - Response to voicemails can take up to 2-3 business days If the tenant issue is complex, HOME Line will: - Request to review paperwork - Provide follow up forms or other help as applicable - Have further discussions with the tenant and sometimes the landlord - Meet with tenants when the situation warrants
Eligibility
Open to all who meet the following: - Must be a Minnesota renter (residential/home, not commercial/business) - Renter can have moved to another state, but rental property that is the topic of issue must be located in Minnesota - For individuals contacting the hotline on behalf of someone else, permission is needed from the tenant to answer any legal questions. The email form has directions about this and is the easiest intake method for these situations: https://homelinemn.org/email/. - No eligibility restrictions for income level - Cannot advise both sides of a dispute when there is a possible conflict of interest (examples: landlords, neighbors, roommates)
