- Building Department: Responsible for issuing building permits and conducting building inspections - Public Works: In case of an after-hours power outage, call (507)726-2260. Electric Generating Power Plant is located at 111 West Humphrey Street, Lake Crystal, MN 56055. Refuse is picked up every Thursday by Waste Management. Recycling is picked up every other Thursday.
