Refugee Cash Assistance (RCA) - Clearwater County Department of Human Services

Refugee Cash Assistance (RCA) provides cash assistance to refugees who are ineligible for Supplemental Security Income (SSI) or MFIP for up to 8 months after arrival in the United States. To ensure that RCA recipients are self-sufficient within RCA eligibility, agencies provide employment and social services. RCA recipients may continue to receive social services after RCA eligibility ends. There is no 30-day Minnesota residency requirement for RCA.

Application process

Combined Application Form (CAF), applicants may be asked to provide Immigration Naturalization Services (INS) documentation.

Eligibility

Primarily serves Clearwater County Eligible refugees are people who were: Admitted as refugees under section 207, granted asylum under section 208, admitted as Amerasian under the Amerasian Homecoming Act, trafficking victims who have been certified by the Office of Refugee |Resettlement (ORR). People under age 18 who are trafficking victims are not required to be certified but are issued letters of confirmation by ORR.
