- Establishing fiscal priorities for all Collaborative funds - Approval of Collaborative budget - Establishing Collaborative policy

Establishing an Integrated Fund
Selecting a fiscal agent from among the Parties to this agreement
Contracting/employing the Coordinator
Maintaining representation on committees
