Energy Assistance Program - EAP - CAP Agency
The Energy Assistance Program helps pay heat and electricity costs. Payments for energy bills are sent directly to the household's energy company or fuel provider for propane, fuel oil, or wood. Financial assistance varies depending on household income and fuel costs. The Energy Assistance Program provides additional grants for eligible households who need help with: - Getting reconnected to heat and power after disconnections - Paying for emergency fuel deliveries for propane, heating oil, or biofuel - Preventing disconnection - $200 minimum and $1400 maximum assistance Other services may include home energy crisis intervention, outreach, energy advocacy, and information about utility consumer rights. Energy Related Repair funds are also available to help correct no heat or malfunctioning heating systems for owner-occupied homes. Individuals must be eligible for Energy Assistance. For those who receive EAP, Energy Crisis Assistance is also available for emergency situations, such as disconnection or shut-off notice, past due balances, or delivery of fuel for tanks less than 20% capacity.

Application process
- Call or visit https://mn.gov/commerce/energy/consumer-assistance/energy-assistance-program/ for an application. Households may apply for Energy Assistance once per program year (October 15 - May 31). Applications are processed on a first-come, first-serve basis and are generally processed within 30-60 days, depending on program funding, and information provided. - Applications will be processed in the order they are received and may take up to 90 days. During this time, applicants should contact their energy provider to schedule a reasonable payment plan.

Eligibility
Homeowners and renters who are residents of Carver, Dakota, and Scott counties. Eligibility is on a sliding scale based on household size and three most recent months of household income.
