- Residents of Kittson, Marshall, Norman, Pennington, Polk, Red Lake, and Roseau counties
- Minnesota Youth Program (MYP): Youth age 14 - 21 who are residents of Kittson, Marshall, Norman, Pennington, Polk, Red Lake, and Roseau counties and meet income guidelines or are at-risk populations
- Senior Community Service Employment Program (SCSEP): Adults age 55 or older who are residents of Pennington, Polk, Red Lake, and Roseau counties

- Job search assistance
- Job training opportunities
- Minnesota Youth Program (MYP): Helps young people explore careers, create a career plan, and build job readiness skills
- On-the-job training opportunities
- Senior Community Service Employment Program (SCSEP): Provides subsidized part-time community service employment and job training for eligible adults ages 55 and older, including job readiness, placement support, and skills development.
- Services for dislocated workers through Workforce Innovation and Opportunity Act (WIOA) programs
- Skills assessment
- Tuition assistance for training in a new career
