- At-risk families who are residents of Dakota County with a child under 10 years of age identified through screened-out child maltreatment reports, community referrals, or self-referrals
- Families currently active with Child Protection Services do not qualify

Once enrolled in the Parent Support Outreach Program, help is provided to at-risk families to avoid future incidents of child maltreatment and to enhance child and family well-being, including:
- Comprehensive assessments, early intervention, outreach, and supportive and therapeutic services
- Connection of families with county and community-based services
- Limited financial assistance for families to meet basic needs
