Minnesota Supplemental Aid - MSA - Cook County Public Health and Human Services - Financial Assistance

Provides a monthly cash grant to people who are aged, blind or disabled and who receive federal Supplemental Security Income (SSI) benefits Some persons whose income is too high to receive SSI may be eligible for MSA. Call for information. Most of these persons also receive or are eligible to receive SSI and/or RSDI. Applications for SSI/RSDI are handled through the local Social Security office, not Cook County. Persons may be eligible for the Medicare Savings Programs, which would pay their monthly Medicare premium.

Eligibility

Primarily serves Cook County MSA is available to Minnesota residents who:
- are recipients of SSI
or
- are eligible for SSI except for excess income and whose net income is less than the MSA standards

And who are:

- age 65 or older,
or
- blind or have severely impaired vision
or
- disabled according to the criteria used for Retirement, Survivors, and Disability Insurance (RSDI) and SSI and between the ages of 18 and 65.

Disability for non-SSI recipients is determined by the State Medical Review Team

Recipients must have resources that total no more than:
- $2,000 for an individual
- $3,000 for a couple
