- Baby and Toddler Care Packages: Clients participating in the food shelf may also receive a care package that contains diapers/pull-ups, wipes, onesies, hats, baby lotion and body wash, formula, bottles, and baby food. Not all items are always available based on supply.

Food Access - Arrowhead Economic Opportunity Agency (AEOA) - Senior and Nutrition Services
Provides assistance and support for many programs related to creating healthy and equitable food access. Work with clients who are interested in obtaining Supplemental Nutrition Assistance Program (SNAP) benefits by assisting with the application process. Administers the SNAP program at four local farmers' markets in Cook, Hibbing, Tower, and Virginia. Provides a variety of services such as:
- Arrowhead Grown: A website and facebook page created to promote farmers across the region. It includes dates, times, locations, and details of each farmer's market in northeast Minnesota. The site also includes helpful information for customers using SNAP-EBT, Farmer's Market Nutrition Program (FMNP) vouchers, and Power of Produce (POP) tokens.
- Community Food Forest: A large perennial garden made up of berry bushes, grapevines, and fruit trees. It continues to grow each year. Community members are encouraged to participate in maintaining the food forest, and the site is accessible to anyone to harvest.
- Farmers Markets: Families utilizing SNAP-EBT can shop at Virginia Market Square, Cook Area Farmers Market, Hibbing Farmers Market, and Tower Farmers Market, and receive a match in dollars.
- Food Shelves: Funds food shelves for agencies across Cook, Lake, and Saint Louis County. Provide emergency and short-term food assistance to income-eligible individuals and families who have run out of options to alleviate hunger.
- Little Free Pantries: There are three free food pantries located in Virginia at AEOA, Hope Presbyterian Church, Our Saviors Church, and at the Hoyt Lakes Public Library. AEOA maintains the pantry located outside of the AEOA office.
- Northeast Minnesota Food Access Guide: Manages the Northeast Minnesota Food Access Guide which lists information on local food shelf hours, locations, grocery financial assistance programs, free meals, and food prep resources.

Winona Volunteer Services offers vouchers and referrals to meet a variety of needs for people who are struggling. Before a voucher is given an in-depth conversation will take place between the individual and staff to determine individual's circumstances. Vouchers may be issued for the items listed below.
- Clothing vouchers may be issued for the Winona Volunteer Services Clothes Shop. If specific employment-related clothing is required a voucher may be issued to Rogan's or another local entity.
- Diapers voucher may be issued for parents/guardians experiencing unexpected financial difficulty.
- Formula vouchers may be issued, but a referral from WIC is required.
- Vouchers may be issued for individuals needing cooking supplies.
- ID replacement financial assistance may be available for individuals needing ID to gain employment, but a referral from Careerforce Center is required.
- Miscellaneous emergency needs financial assistance may be provided when no other assistance is available.
- Please note that utility assistance is not available through Winona Volunteer Services and that basic assistance via vouchers is available via Law Enforcement @ 201 W 3rd St at night and on weekends.

Essential items available may be diapers, baby formula, shampoo/conditioner, adult briefs, laundry soap, dish soap, paper towels, and toilet paper. Shoppers can shop twice per month. Grocery delivery service is available to local older adults who have mobility or limited transportation options. Grocery deliveries take place monthly.

The amount of food available is based on family size. Baby food, formula, and diapers are sometimes available. Individuals and families can receive food once each month or on an emergency basis.
