Provides violence prevention, intervention, support, outreach services, and leadership opportunities for youth in residential and community settings. Provides a variety of services to youth of all genders who have experienced relationship violence, sexual assault or exploitation, stalking, or homelessness. Programs include: Movement for Violence Prevention (MVP): Leadership development activities to assist youth-led community engagement, skill enhancement, peer connections, and tools for change to prevent youth violence. Inspiring Youth: A year-long, intensive, community-based program for youth ages 10 - 17 and their families who have been impacted by violence. Youth workers provide comprehensive and culturally responsive mentorship, support, and access to services, activities, and leadership opportunities. Youth Site-Based and Community-Based Housing: Transitional housing for youth and young adults who are victims of violence and exploitation, including sex trafficking. Safety planning and support are provided. Voices in Prevention (VIP): A 6-week violence prevention curriculum serving middle and high school students. Curriculum might also include support groups, one-on-one sessions, peer mediation, and service learning. Youth Safety Plans: Specialized safety plans for youth NorthStar Youth Outreach Center: A drop-in center for homeless youth offering advocacy, safety planning, and connections to additional community resources.   • Bimaadiziwin Mikana (The Path of Life): Parent mentor program designed around healing and connecting families with community and elders. While focusing on traditional cultural lifeways, resiliency, and strengths, positive Indian parenting values are incorporated into the program.
  • Ombi'Ayaa Anishinabe Ininiiwug (Rise Up Original Men): Provides a place for American Indian men who want to practice spiritual, cultural, and intergenerational engagement. Activities include:
Cultural events, including sugar bush and ricing Men's softball and basketball recreational leagues Traditional ceremonies, including sweat lodge Weekly father and men's group and weekly drumming group
  • Thinica Owichakiyapi Thipi (Helping the Homeless Build):
  • For individuals and families experiencing homelessness and who are not currently in housing or have not found housing: Provides resources and support for those experiencing homelessness. Services may include assisting the client with housing search assistance, tenant education, budgeting assistance, life skills training/coaching, etc.
  • For individuals and families experiencing homelessness or on the verge of becoming homeless that are currently in housing or have found housing: If eligible Family Homelessness Prevention and Assistance Program - FHPAP may help with rent, security deposit, utilities, and utility deposit assistance.
  • Note: Funding comes from a variety of sources including the Family Homeless Prevention and Assistance Program - FHPAP as well as others.
Youth Services:
  • Waaban Ogimaawag (Tomorrow's Leaders): Provides youth with an opportunity to become engaged in traditional American Indian service learning. Also provides tutoring to American Indian youth on diverse subject areas, including test preparation, skill building, and success strategies.

  • 24-Hour Responder Service: On-call staff help with health and personal injuries. The service is often paired with Independent Home Support with Training program. Staff will respond by phone or in person depending on the level of services.
  • Acute Behavioral Services for Children and Adults: Services provided to individuals with interfering behaviors and/or anti-social issues, who have a history of law enforcement involvement, have difficulty living with others and require high staffing needs, are in frequent crisis situations, or coming out of an institution.
  • Case Management: Available to residents of Hennepin, Ramsey, and Wright Counties who receive funding through various waivers and/or programs. Assists navigating the social service system and provides information and advocacy.
  • Integrated Community Supports: Provides support and training/habilitation in community living service categories to adults ages 18 and older who reside in a living unit of a provider-controlled ICS setting (e.g., apartment in a multi-family housing building). ICS can be delivered up to 24 hours per day in the person's living unit or in the community.
  • Individualized Home Supports: Provides a blend of in-person and remote services that focus on support and training of a person who needs to maintain or increase independence for their continued experience living in the community. Also offers services to relatives working to support the person's goals.
  • Residential Services: Operates residences for adults with significant behavioral, medical, or physical challenges including brain injuries. Residential group home programs are licensed as adult or child foster care, or a supervised living facility. Each site serves 2 - 6 people.
  • Supportive Employment Services: Provides individuals with intellectual and developmental disabilities assistance with initial stages of the employment assessment period, job search and development, job coaching, and working independently
  • Vocational Rehabilitation Services: Offers a variety of services including job-seeking skills training, job coaching, social coaching, post-secondary education, and more. Also, supports student youth as they search for and find competitive employment and helps them explore post-secondary education.

Provides triage services for situations as needed and reviews county case information. Services include:
  • Assistance with housing and basic needs
  • Community Collaborative Fund: Initial assessment for households at risk of homelessness. Individuals must have been denied by the Saint Louis County EGA or EA program, or have already used EGA/EA within the last 18 months. ESG (Emergency Solutions Grant) funds are determined to be used for rent, rental deposit, mortgage, or utilities. NOTE: There is currently no funding at this time.
  • Forms and certificate assistance for county programs such as SNAP, WIC, EGA/EA, GA, child care assistance, MFIP, Minnesota Supplemental Aid, or Housing Support. Also, follow up with issues regarding MNsure applications.
  • Referrals to community services, mental health, and chemical dependency services outside of Saint Louis County

Emergency Rental Assistance Program
  • Assist with one month's rent and security deposit not to exceed the value of one month's rent. Assistance is not available to households who have received assistance from the program within a 3-year period. Payments are made directly to the landlord.
Homeless Prevention Programs
  • Prevention Services: Temporary financial assistance and/or supportive services to help people remain in their current housing situation, relocate, or divert them from entering the homeless system. Financial assistance may help with rental application fees, the first month's rent, past due rent, or utility assistance.
  • Rapid-Rehousing: Assists households to quickly exit homelessness and return to permanent housing. Provides one-time rental assistance and supportive services such as case management and housing navigation.
Homeownership Down Payment Assistance
  • Assistance under this program may include payment of reasonable loan down payments, closing, and/or costs generally referred to as settlement charges associated with the first mortgage of the home to be used as the family's primary residence. Maximum amount of assistance is $3,000 including down payment, closing, and settlement costs.

  • Respite Care Services: Provides short-term in-home care and support when the primary caregiver or family members need to be absent from the home.
  • Systems Advocacy: Works to implement changes where needed at a broader systemic level.
  • Transition/Relocation Services: Assists individuals living with a disability in transitioning from nursing facilities and other institutions into community settings, with the goal of preventing institutionalization.
