Supports individuals who cannot pay housing related costs because they are paying for treatment. The assistance program also supports individuals who have lost their income while in treatment.
The program covers rent, mortgage, and most utilities for three month periods. Utilities include heating, electricity, water, sewer, and garbage disposal. It can also help cover a limited amount of phone costs.
NOTE: Funds cannot be used for past due bills that occur outside of the treatment period, crisis beds, adult foster care, residents in assisted living, nursing homes, group homes, or board and lodge. Individuals who are only receiving outpatient treatment do not qualify for this program.

Telephone Service Discounts - Minnesota Public Utilities Commission - Consumer Affairs Office
The federal Lifeline and the state Telephone Assistance Program (TAP) provide a monthly discount on phone bills, including cell phones. Lifeline is a discount of approximately $9.25, which can be used for wireless phones, broadband internet, home phones, or a bundle. Some cellular companies may provide free cellular phones, and additional discounts or minutes. TAP is a discount of $7 that can only be used for home phones.
Those living on federally recognized tribal lands/reservations can receive additional discounts.
Customers cannot receive multiple discounts (landline and wireless, or two wireless). Only one discount per household is allowed. The discount continues for as long as the consumer remains eligible, but eligibility must be certified on an annual basis.
While all local telephone companies offer TAP, not all local telephone companies are required to offer Lifeline.

Pays essential living expenses (car repair, electricity, heat, medical, mortgage, phone, rent, and water) so patients can focus on getting well. Maximum payment for patients receiving treatment is $1,500/year. Prefers to pay larger bills instead of multiple smaller bills. If a bill exceeds $1,500, the organization will pay $1,500 towards the bill. Financial assistance is provided directly to the creditor, not the individual requesting it.
