The Winona Driver and Vehicle Services Division of the Minnesota Department of Public safety provides a full service motor vehicle licensing center. Services available include providing driver's licensing services, motor vehicle registrations and renewals of registrations, title transfer services, and providing identification cards.
This office also provides the Department of Natural Resources services for boat title transfers, boat renewals, ATV transfers and renewals, and off road vehicle registration.

Services include: motor vehicle registrations, title transfers, license plate renewals, state identification card applications, and driver's license testing and renewals. This office also provides Department of Natural Resources licensing of watercraft, snowmobiles, and all-terrain vehicles.
The written test to obtain a driver's instructional permit can be taken from 9 am - 11:45 am on the fourth Thursday of each month (except for November) and no appointment is required for this service.
The behind-the-wheel testing to obtain a driver's license is conducted on the fourth Thursday of each month (except for November); this testing must be pre-scheduled by calling (507) 453-2935 on Monday, Tuesday or Wednesday.
