Free legal advice and brief services from volunteer attorneys with the Volunteer Lawyers Network. Services focus on civil issues such as:

• Debt and consumer issues

• Housing (tenant/landlord)

• Immigration

Appointments are typically brief, 15 - 30 minutes per client, and volunteers may occasionally need to cancel due to emergencies. Call the center to confirm schedules and availability.

May assist with custody matters, divorce matters, protection orders, and Indian Child Welfare Act cases. Family legal services work on preserving stability for children and protecting victims of domestic violence, sexual assault, dating violence, and stalking.

Assists immigrant survivors of domestic violence or other serious crimes and their qualified family members in obtaining legal status and gaining self-sufficiency needed to escape a cycle of violence. Survivors receive priority intake at ILCM and are immediately provided with safety planning services and referrals. ILCM then assists many of these vulnerable immigrants and their families in applying for legal status.

Handles matters falling under the Indian Child Welfare Act:

• Adoptions

• Education regarding the Act

• Foster placement proceedings

• Guardianship proceedings

• Termination of parental rights

• Third-party custody cases

• Voluntary placement matters

Note: Does not handle divorce, family court, or delinquency criminal cases

• Initiates legal actions to protect abused or neglected children and vulnerable adults, and files involuntary commitment actions to provide necessary treatment for individuals who are mentally ill, chemically dependent, or mentally handicapped

• Prosecutes all adult felony crimes which occur within the county and also prosecutes misdemeanor and gross misdemeanor offenses occurring outside the cities of Winona and Goodview, or other limited areas defined by statute

• Prosecutes all levels of crime committed by juveniles within the county

• Provides assistance and support to victims of crime

• Provides legal counsel for the County Board of Commissioners, other county officials, all county departments, the Winona County Board of Adjustment, and the Winona County Planning Commission. Also represents the County in all civil legal work

• Represents the County in child support and paternity matters where parents not receiving federal welfare benefits have applied for child support enforcement or paternity establishment services through the Winona County Health & Human Services Department.

• Assistance in gathering and documenting evidence in criminal and civil cases

• Assistance with Orders for Protection/Harassment Orders

• Communication network linking survivors with probation officers, prosecuting attorneys, and law enforcement

• Criminal justice advocacy for victims

• GED assistance for domestic abuse victims

• If experiencing legal problems related to domestic violence, please call for screening and appointments

• Information and referral

• Support for victims including accompaniment to medical and legal procedures

• Visits to victims after perpetrator has been arrested

• Youth support groups and mentoring for children who have been exposed to domestic violence

Safety Planning Services for individuals in various scenarios:

• In a relationship

• Parenting time exchanges

• Post-arrest and release from jail

• Post-separation or throughout continued contact with an abuser

• Throughout the restraining order process

The county attorney serves as the chief prosecutor of all adult crimes and juvenile offenses committed within Martin County. Services provided:

• Handles referrals from the county Human Services Department for commitment for substance use/mental illness cases, child support enforcement, paternity adjudication, child protection actions, and termination of parental rights

• Oversees conservatorships and guardianships

• Provides legal advice to the county Board of Commissioners and all county departments, as needed, and represents the county in civil lawsuits

• Works closely with the Office of the Victim/Witness Coordinator and restraining orders

NOTE: Does not provide personal representation to individual residents

• Corporate legal counsel to Hennepin County government

• Criminal felony prosecution

• Involuntary commitment petition services

• Juvenile prosecution
