- Planning and Zoning: Oversees the development of related activities and zoning administration to ensure that land uses are consistent with the city's long and short-term goals and objectives.
- Public Works: Responsible for city streets, stormwater maintenance, tree trimming, roadside mowing, snow plowing/ice control, street sign maintenance, and repair.
- Utilities: Responsible for sewer and water billing. The City of Otsego also maintains two municipal Wastewater Treatment facilities.
