Provides substance use prevention services, including:
- Drug and Alcohol Education Diversion Program: For youth and young adults in the beginning stages of substance use who have gotten into legal or school trouble due to their substance use. Parents are required to participate for participants under age 18.
- Individual and family substance use counseling for adolescents, young adults, and adults
- Substance Use Assessments: A licensed alcohol and drug counselor conducts substance use assessments for adolescents and adults

Through opportunities for community involvement, leadership development, culturally specific health education, and cultural enrichment activities, the program develops interpersonal competencies and strengthens the skills young people need to become community leaders and mentors for other youth.

- Provides referrals to local community service providers for chemical assessments, treatment services in outpatient, inpatient, extended inpatient treatment, halfway house care, and chemical dependency education and prevention programs
- Referrals to low-cost community services for client needs beyond the primary chemical problem
Direct Access allows an individual to choose a provider to receive comprehensive assessments and access care immediately. The county will assess individuals who need help paying for a chemical use assessment or treatment services through the Behavioral Health Fund. Also provides:
- 1:1 and family chemical dependency counseling
- Case management and advocacy
