Distribution takes place using a lottery system. - Financial assistance, when funds are available, for rent, deposit, mortgage, utility bill assistance (excluding water bills), some transportation, emergency and supplemental food, and other special needs on a case by case basis. Applications are taken starting on the 1st of each month (or the next business day). Only a limited number of applications are taken, so applications may only be available on or for a few days after the 1st.
