- Ensures all contractors performing work on city projects do not discriminate and that contracts include requirements that are compatible with project funding. - Notifies developers, general contractors, and owners of the requirements on their projects. - Requests, reviews, and approves affirmative action plans of companies entering into contracts in excess of $50,000 to ensure commitment to affirmative action and equal opportunity for all consisutents in compliance with Minneapolis ordinances. - Oversees the Small and Underutilized Business Program (SUBP) so that minority and women-owned businesses have opportunities to bid and compete on city projects. - Monitors participation and inclusion of minority, women, and low-income workers. - Administers federal Davis Bacon Act requirements on projects receiving over $2,000 in federal funds to guarantee prevailing wage. - Ensures the payment of prevailing wages to employees on city projects, pursuant to the city prevailing wage ordinance. - Implements Housing and Urban Development (HUD) Section 3 requirements which provide opportunities for low-income businesses and individuals.
