DRIVE Personal Transportation - Tri-County Action Program - Waite Park
Provides low-cost vehicles for sale after they have been assessed for safety, after being donated to the agency. The vehicle proceeds go into future vehicle repairs and fund the availability of the program.
When a vehicle is available for sale, it will be posted on Tri-CAP's website, linked below. Anyone interested in purchasing a vehicle must first apply and be approved for the program.

This kind of training requires vehicles for crews to practice on. Individuals interested in donating a vehicle can receive a tax credit. The department provides a receipt for tax purposes and donated vehicles are transported for free.

Transportation Services - Community Action Duluth
Provides the following transportation programs:
- BikePlus: Program to support clients who can't afford to drive or don't have a drivers license to be able to better meet their transportation needs - especially when used in combination with the bus to extend routes and offer more flexibility. Participants are given a bike, helmet, lock, multi-tool, and water bottle. Monthly meetings gather clients for presentations on "rules of the road", "route finding", "bike maintenance", and on how transportation planning and policy works, then all participate in a group ride. Participants are encouraged to bring the whole family and kids are given bikes as well. Participants are encouraged to speak up at public hearings to advocate for safe streets, bike lanes and smart design.
- Car Care Class: CCC is a monthly offering to DRIVE participants and the public to learn more about cars, their upkeep, how to shop, how to maintain, how to get insurance, etc.
- DRIVE: Driver's Licenses, Insurance, Vehicle Education. Helps participants with children to obtain their Driver's License (either for the 1st time or after suspension or revocation) to increase access to employment, activities and social connections. Drive also helps to navigate auto insurance and runs the Car Care Class.
- JumpStartDonated: Helps purchase a safe, reliable, fuel-efficient car. Approved applicants are able to secure a low-interest loan, down payment assistance, and build a personal repair fund.
