The federal Lifeline and the state Telephone Assistance Program (TAP) provide a monthly discount on phone bills, including cell phones. Lifeline is a discount of approximately $9.25, which can be used for wireless phones, broadband internet, home phones, or a bundle. Some cellular companies may provide free cellular phones, and additional discounts or minutes. TAP is a discount of $7 that can only be used for home phones. Those living on federally recognized tribal lands/reservations can receive additional discounts. Customers cannot receive multiple discounts (landline and wireless, or two wireless). Only one discount per household is allowed. The discount continues for as long as the consumer remains eligible, but eligibility must be certified on an annual basis. While all local telephone companies offer TAP, not all local telephone companies are required to offer Lifeline. The purpose of the program is to help people who have a mental illness function independently in their homes. Services are provided in four areas: Basic Living and Social Skills, Community Intervention, Medication Education, and Transitioning to Community Living.

Activities designated to promote skill development of both the child and the child's family in the use of age appropriate daily living skills, interpersonal and family relationships, and leisure and recreational services. Activities that assist the family to improve the family's understanding of normal child development and to use parenting skills that will help the child achieve the goals outlined by the family and service provider. An individual ARMHS worker is assigned to help the individual develop and reestablish psychiatric stability, social competencies, personal and emotional adjustment, independent living skills, community living skills, and to retain stability and functioning if the person is at risk of significant decompensation.
