Protection and Advocacy for Individuals with Mental Illness
Advocacy for people with mental illness who need legal assistance on issues related to abuse and neglect, civil rights, access to community-based services, health care, discrimination in public accommodations and services, and/or special education services. Service priority is given to people residing in care or treatment facilities.
Protection and Advocacy of Individual Rights
Advocacy for people with disabilities who need legal assistance due to discrimination and/or problems accessing government programs and government buildings (parks, schools), public services, public accommodations, housing, transportation, health care, and insurance.
Client Assistance Project (CAP)
Advocacy for people with disabilities who are having problems with agencies funded under the Rehabilitation Act, such as Minnesota's Vocational Rehabilitation Services (VRS) and its State Services for the Blind (SSB).
Protection and Advocacy for Beneficiaries of Social Security (PABSS)
Advocacy for people with disabilities who are Social Security beneficiaries (SSI and/or SSDI) in their efforts to secure or keep employment.
Protection and Advocacy for Voting Access (PAVA)
Education, outreach, and advocacy to ensure the full participation of persons with disabilities in the electoral process.
Protection and Advocacy for Individuals with Representative Payees
Reviews of representative payees and beneficiaries throughout Minnesota, working under the guidance of the Social Security Administration.

Advocacy for people with disabilities who are having problems with assistive technology devices or services (e.g. power wheelchairs, augmentative communication devices).

A range of advocacy and crisis intervention for victims, families, and community members affected by crime and violence. Examples of general crime include burglary, identity theft, homicide, robbery, fraud, auto theft, and bias/hate crimes.
An advocate will reach out to the individual to assess and gather any additional information needed. The monetary Emergency Victim Assistance (EVA) limit is $1000 but not all cases will call for the full amount.
Services eligible for Emergency Victim Assistance (EVA):
- Car repairs that are the result of auto theft, carjacking, vandalism, and car repairs essential for the safety and function of the vehicle
- Eyeglass replacement due to assault or theft
- Gift cards for food and basic personal items
- Reimbursement of up to $1000 for qualifying services with receipt/documentation
- Reimbursement of replacement costs for items such as vehicle plates and identification
- Rent/mortgage assistance due to harassment, direct gun violence, threats, or targeted danger
- Transportation in the form of Uber, Lyft, or Metro Transit gift card
NOTE: The program does not assist with cases involving domestic violence, sexual violence, and/or child abuse

Domestic Violence Prevention and Intervention: An intervention and healing program for Native women, girls, and Two Spirit people who have experienced intimate partner violence, including domestic violence, dating violence, sexual assault, and/or commercial sexual exploitation. Offers counseling and community-based education activities to clients that encourage healing, build resilience, reduce risk of repeat traumas, etc.
Healing Journey: A structured peer support group for adult American Indian women ages 18 and over who are challenged by chronic mental health, substance use, and trauma histories.
?Safe Harbor Initiative: A supportive program for youth ages 24 and under who have experienced sexual exploitation or are at risk of sexual exploitation.
?Sexual Assault Advocacy: Provides crisis intervention, individual and group counseling, forensic examination support, and court advocacy for American Indian survivors of sexual violence.
Street Outreach: A collaborative street outreach program designed to facilitate a path towards a healthier life for people who are ready to make a positive change.
Wawokiye: Provides outreach and services for youth and adults who are experiencing sex trafficking, unsheltered relatives, and those who need services realted to opioid addictions.
