Ramsey County screens all individuals who are being petitioned for civil commitment, a process in which the court determines that an individual's mental illness or chemical dependence is causing them to be a danger to themselves or others. Individuals who are placed under civil commitment may be treated in a community or state hospital or receive intensive community based care during a time of acute need. Screening typically happens at a treating hospital or health care facility. A doctor must certify that the patient is mentally ill or chemically dependent and likely to cause substantial harm to themselves or others. Ramsey County also handles all indeterminate commitments including those who are found to be 'Mentally Ill and Dangerous' and 'Sexually Dangerous Persons.'

The Complaint Investigation Division investigates all complaints of discrimination which fall under the jurisdiction of the Minneapolis Civil Rights Ordinance. The CID staff act as neutral investigators, gather information from all parties, and complete impartial investigations. The Department is a Federal Employment Practices Agency (FEPA). If your case is an employment case or involves a labor organization, it may be dual filed with the Equal Employment Opportunities Commission (EEOC), which has separate jurisdictional requirements.
