Provides no-cost foreclosure prevention counseling services to help homeowners with foreclosures in Wright County. Counselors assist homeowners with understanding their current mortgage, developing a budget, analyzing the homeowner's financial situation, and educating borrowers about options that are available to them. WCCA counselors will also educate homeowners about the foreclosure process and loss mitigation options designed to prevent foreclosure. Where appropriate, WCCA will assist homeowners with applying for a loan modification based on their options and current situation. A loan modification may alter the terms of a mortgage to make it affordable for the homeowner under current economic conditions. Counselors also provide information on services, resources, and programs available in Wright County that may address related household needs.

Designed to help individuals address issues with substance use disorder. Programs are confidential and individualized, and offered multiple days per week, in both the morning and evening, to accommodate people with different schedule needs. All Mental Illness/Chemical Dependency programs vary in length and may be offered in short, medium and long-term formats ranging from 15 - 40 weeks. Many programs are gender-specific and vary by location. Outpatient and IOP Program Meets four times a week and has groups in both the mornings and evenings. Red Wing and Winona Outpatient locations also offer intensive outpatient programming (IOP) with housing for male and female residents. The IOP with housing program meets four times per week to support clients in their recovery. Rochester Outpatient location also offers intensive outpatient program (IOP) without housing.

The county will assess individuals who need help paying for a chemical use assessment or treatment services through the Behavioral Health Fund. Provides state-funded food assistance to legal noncitizens ages 50 or older who do not qualify for the Supplemental Nutrition Assistance Program (SNAP, formerly called Food Stamps or Food Support) because of their citizenship status. Monthly benefits are loaded on an Electronic Benefit Transfer (EBT) card, which looks and works like a debit card. The card can be used to buy groceries at authorized stores, farmers markets, and online retailers. Learn more about where to shop and what can be bought. The amount of benefits received is based on income, expenses, and number of people in the household.

Provides cash assistance to help adults receiving Supplemental Security Income - SSI pay for their basic needs. Adults who are blind, have a disability, or are age 65 and older but don't qualify for SSI because of their income may still be eligible for MSA if they meet income requirements. The basic monthly MSA grant is calculated using either the maximum SSI amount (Federal Benefit Rate) for the adult or their countable income (if they do not receive SSI), and the MSA standard set by state law. Special Needs Grant MSA also may provide special payments for adults who need:
  • Certain home repairs
  • Certain household furniture and appliances
  • Guardian or conservator service fees
  • Help paying for housing costs through MSA Housing Assistance
  • Medically prescribed special diets
  • Representative payee services
Adults who receive MSA are also eligible for help with medical, food, and housing costs through Medical Assistance - MA, the Supplemental Nutrition Assistance Program - SNAP, and MSA Housing Assistance programs.
