Provides low-rent or subsidized housing to households with low incomes who are eligible and may be restricted to older adults, families, or people with disabilities.

Cash-grant program for adults with low incomes experiencing a household emergency. Adults can receive assistance once every 12 months. The assistance received must resolve the crisis. Adults must use their own money first. The amount of assistance provided might not cover the entire emergency, but it can help. ?Short-term, one-time grant assistance for persons in a financial crisis because of fire, flood, storm, illness, accident, theft, utility shut-off, eviction, foreclosure, moving expense, necessary home repairs, or need for furniture or appliance replacement or repair.

Provides fire and rescue services including:

• Fire Prevention: Conducts regular inspections of commercial, industrial, and multi-family residential structures to ensure continued compliance with Minnesota fire and building codes,

• Fire Investigation: Investigates all fires in Bloomington to determine cause and origin and works with the Police Department to investigate arson

Provides permanent and short-term supportive housing services for people who have had difficulty maintaining housing, and those struggling with a diagnosed mental illness. Helps find stable, affordable housing in their community of choice and then provides supportive services so they can remain in their residence, engage in their community, and reach their broader goals. Using a housing first approach, the supportive housing services help people achieve increased levels of stability and satisfaction with their lives while encouraging the autonomy of independent living. The program goals are to help people break the cycle of homelessness and to improve their health and self-reliance. Flexible services are tailored to individual needs. Minnesota's version of TANF (Temporary Assistance for Needy Families). Statewide MFIP helps families work their way out of poverty by providing temporary cash and food benefits to eligible families. Statewide MFIP has a 60-month limit, there are some limited exceptions and extensions to the time limit. Participants are required to follow certain work rules. Failure to meet work rules will result in their MFIP grants being sanctioned or reduced. In addition:

• Child support will be pursued in those situations where one or both parents are absent

• A women expecting a baby may receive assistance for herself during her pregnancy

• Children who are being cared for by certain relatives may receive assistance

NOTE: MFIP recipients may be eligible for Emergency Assistance, Child Care Assistance, Medical Assistance, and Supplemental Nutrition Assistance Program (SNAP).

Provides advocacy services for tenants of substandard housing, facilitates contact with city inspection departments, and negotiates with landlords to get repairs made. Additional services include:

• Educates tenants about legal advice, utility assistance, housing court assistance, protection, and remedies

• Explores communal resolution of the issues found at the intersection of housing, race, and class

• Healthy Homes project: Provides tools to help residents empower themselves to create healthier choices, livelihood, and opportunities for individuals to become proactive on their issues and policies that are impacting their health and community

Provides an intensive outpatient program for alcohol and drug recovery to both men and women ages 16 years and older at all locations. The program lasts eight weeks and offers daytime and evening sessions depending on the location. The program includes:

• Integrated drug and alcohol education, as well as the Family Program into the treatment plan

• Group therapy sessions lectures, individual counseling, family education, the 12-step support group program, and a Relapse Prevention Program

• Person-centered approach and followed by continuing care programs

• Weekly treatment planning and individual counseling sessions

ECFE is a parenting education program for all Minnesota families with children between the ages of birth to Kindergarten entrance. Learning opportunities through ECFE may occur in a variety of settings, such as the families' homes, district or community sites, and online parenting education and support. Programming and education services often include parents/caregivers and children but may just include parents/caregivers. Services may include:

Provides professional braille transcription services for brochures, pamphlets, manuals, catalogs, and other printed materials. Converts digital content, including documents, PDFs, and information from websites, into accessible braille formats. Services are customized for individuals, businesses, and organizations needing high-quality braille materials.

Designed for infants, toddlers under three years old, and pregnant women. Infants and toddlers receive comprehensive, individualized services to support healthy cognitive, physical, and social-emotional growth and development. Pregnant women also receive prenatal and postnatal education and support.

Several programs are available for owner occupied, commercial, and rental properties. These programs provide assistance with home or building repairs in the form of either forgivable loans, low-interest loans, or grants. Eligibility is limited by some program requirements. There are also restrictions on the type of repairs allowed. Programs include:

Children's reactive sexuality group: Includes behavioral, play, recreational, and experiential modalities, and an educational process to shape/condition positive, healthy boundaries and behavior for children who have been exposed to some sort of inappropriate sexual situations or activities. Additional individual and family/caregiver education sessions are provided to support and complement the child's growing understanding and progress. Couples group: Provides an educational approach to couples who wish to support the growth and development of their relationship. The couples group supports and seeks to expand a couple's healthy relationship skills and understanding of the developmental nature/dynamics of relationships. Couples group can be a "night out" oriented toward sharing and strengthening relationship experiences and learning ways to sustain lasting relationship success. Men's group: Small groups for men who have a range of stressors related to their sexuality, sexual behavior, relationships, and/or intimacy concerns. The groups are scheduled to provide up to twelve weeks of intensive focus and effort to build new skills in self-control, self-awareness, emotion regulation, communication, coping, and healthy sexuality. Sexual education group: Offers an intervention to youth and/or adults who are demonstrating concern and/or confusion related to sexuality and/or sexual behavior. Topics explored in the education program include:

• Boundaries - Cultural messages about sex/sexuality

• Communication - Sexual functioning/dysfunction and impact on behavior

• Feelings related to sexual behavior and sexuality - Readiness for sex/relationships

• Self-esteem

• Sexual attitudes/beliefs/values - Power and control

• Sexual education - understanding anatomy, recognizing sexual urges, etc. - Consent/Coercion/Force

• Sexuality - Gender, gender roles, masculinity

• Types of Relationships - Continuum of sexual behavior (deviant to healthy)

Provides help to improve reading, math, spelling, and writing skills, computer skills, GED test preparation, and GED testing.
