Winona County Community Services can provide advice, support, and assessments regarding civil commitments. Only the court system can make an involuntary commitment and only if the person is determined to be eligible and a commitment petition is filed with supportive documentation.

Offers local support groups for caregivers and individuals living with Alzheimer's disease and other dementias throughout Minnesota and North Dakota. Works to bring care and support to every community so that no one has to face dementia alone. Support groups create a safe, confidential, and supportive environment. Provides an opportunity for participants to develop mutual support and social relationships. Trained facilitators lead support groups via phone, video, or in person. Also offers Caregiver Support Groups for caregivers of all types of dementia, as well as specific groups tailored to specific populations. Person with Dementia Support Groups are geared towards individuals who have recently been diagnosed with Mild Cognitive Impairment or dementia and are in the early stage of the disease progression.

Adult Workshops: Offers workshops on letterpress printing, paper making, hand bookbinding, and more. Teacher Workshops: Offers instruction in basic techniques and integration of book arts into the classroom curriculum. During the academic year, regularly presents customized programs at teacher conferences and school in-service days.

Matches elementary students in need of an additional positive adult role model with a screened and trained volunteer to share one lunch break/week throughout the school year at participating schools.

Provides a supplemental food program that helps families eat well and stay healthy by providing nutrition education, one-on-one counseling about nutrition, vouchers to buy healthy foods, support and help with breastfeeding, and referrals to health care, immunizations, and other programs.

Provides information on Al-Anon and Alateen meetings throughout the United States and Canada and general information about the Al-Anon/Alateen recovery program to newcomers, professionals, and the media Electronic Al-Anon meetings are available on the Internet and via telephone and can be in email, chat, bulletin board, or telephone format

Provides new innerspring mattresses and platform frame sets for purchase at a discounted price. Referred clients may purchase as many mattresses and platform frame sets as needed.

Provides nutrition education and special foods which promote good health for pregnant, breastfeeding, and post-partum women with infants and/or children up to age 5. WIC provides the following services:

• Assistance with any special needs

• Health assessment and screening

• Nutrition education

• Referrals to other community services

• Vouchers are given to participants to purchase nutritious foods, such as cereal, cheese, eggs, infant formula, juice, milk, and peanut butter

Provides assistance with paying childcare costs for children up to age 12 and for children with special needs up to age 14 years. Childcare costs may be paid for families while parents work, look for work, or attend school. Family size, family income, and participation in authorized activities, as well as available funding are considerations in determining the amount of the assistance.

• Bridges for Long-Term Homeless Households: Provides temporary housing for individuals and families who meet the definition of long-term homeless and has a serious and persistent mental illness with a referral from Washington County Community Services

• Housing Choice Vouchers (Section 8): Vouchers assist the tenant in renting a unit from a private landlord. Unit must be affordable and rent must be reasonable for the area. This type of assistance is transferable. It is assigned to the tenant and moves with the tenant so long as the tenant remains income eligible and has not violated any program rules

• Public Housing: Operate a 40-unit, one bedroom, apartment complex, Whispering Pines in Forest Lake. Qualifying individuals pay up to 30% of their adjusted monthly income for rent. This type of assistance is not transferable. If the participant moves, the participant loses their assistance. Preference for elderly individuals ages 55-61 or person with disability

Acknowledges and treats substance abuse and gambling as an illness and offers CBT and DBT therapies to address it. Individual sessions with a psychotherapist are available. At the first appointment, individuals will meet with assessment staff who will recommend an appropriate program. Intensive outpatient program: Includes 9 hours of group therapy per week, individual counseling, and education on the impact substance use has on the mind and body. The program offers family meetings and counseling. Provides a plan, based on structure and accountability, to live a better life free from using drugs and alcohol. ?Karen community recovery program: Offers the first culturally specific Karen substance use disorder treatment in the US. Karen Recovery Program was developed with the Karen Organization of Minnesota (KOM) to provide addiction treatment with a culturally specific approach and Karen peer recovery support. ??Outpatient treatment: Provides 4 - 7 hours of group therapy per week as well as individual counseling, education, and family involvement. ?Recovery management: Meets once per week for 2 hours. Clients develop their personalized Recovery Care Plan to assist them as they prepare to leave treatment and begin continuing their lives in recovery and freedom. Senior recovery program: Is an intensive treatment program for patients who are 55 or older with a substance use disorder. A senior co-occurring program is also available for patients who are 55 or older with a substance use disorder and another mental health diagnosis.

Provide support to those who have been affected by domestic violence or sexual assault. Services may include:

• 24-Hour Crisis Hotline: Provides a hotline for advocacy, resources, and shelter for all victims of violence. The hotline provides information and safety planning to support victims.

• Advocacy: Legal advocates can help victims navigate and explain the legal system in criminal and civil protective order cases. Helps victims work with local police, city, and county attorneys to advocate on the victim's behalf. Assist in filing Orders for Protection and Harassment Restraining Orders. Attend court hearings with victims to provide information and support and more.

• Emergency Shelter: A 24-hour domestic violence and sexual violence emergency shelter within Carlton, Chisago, Isanti, Kanabec, and Pine counties. The Black Dog Hill Shelter provides secure emergency shelter and access to basic needs to survivors and children. Basic needs include meals, toiletries, clothing, linens, diapers, laundry facilities, and access to a food shelf.

• Intervention: Offers a Batterers Intervention Program to those interested and/or court-ordered to participate in a psycho-educational group led by trained professional facilitators. Participants learn to identify abusive behaviors and are taught to react to situations non-abusively and communicate with their partner.

• Support Groups: Provides support groups to victims of domestic violence and sexual assault through empowerment, conversations, and activities. Meetings are held in-person and virtual and times will vary by county office.

Provides mental health wellbeing services such as:

• Adult Rehabilitative Mental Health Services (ARMHS) to help individuals gain independent living skills, community skills, coping and social skills, and personal and emotional adjustments within the community

• Mental health evaluation and psychological testing to accurately diagnose clients and develop treatment plans

• Psychiatry services such as psychiatric evaluation by a nurse or psychiatrist and medication management

• Targeted case management for person-centered care to access needed medical, social, educational, and vocational services related to the client's mental health needs

• Materials: AV sets, books, business directories, compact discs, large print books, magazines, newspapers, eBooks, downloadable audio books, videos, books on CD and audio, and DVDs

Provides in-home therapy to adults who live with serious mental illness. Therapists have experience working successfully with individuals who live with mental illness and also see couples and family members who are impacted by mental health and or substance abuse issues.

• Adult and child immunizations and flu vaccinations

• Check-ups and annual physicals

Weekly program for those suffering a loss from death. Program includes 30 minutes of an educational presentation followed by 60 minutes of small-group support led by a specially trained facilitator.

• Eight-week series on the grieving process

• Individuals can join group at any time. This grief support group moves between eight churches in Bloomington and Richfield. Location changes every three months.

Assistance in obtaining and maintaining employment for individuals with developmental and physical disabilities. Services include:
