The Housing Choice Voucher Program (also known as Section 8) utilizes the existing private rental market in Dakota County to provide decent, safe and sanitary housing opportunities for low-income families, elderly, handicapped and disabled persons at an affordable cost. The CDA administers this federal program for all of Dakota County except South Saint Paul (the South St. Paul HRA administers the program for that city). Program participants choose a rental unit from the private rental market and the property owner must be willing to accept voucher-assisted tenants. All assisted rental units must pass an annual inspection based on federally established Housing Quality Standards.

Cash-grant program for families with low incomes experiencing household emergencies. Families can receive assistance once every 12 months. The assistance received must resolve the crisis. Families must use their own money first. The amount of assistance provided might not cover the entire emergency, but it can help. Emergency assistance provides short-term, one-time assistance for households in a financial crisis because of fire, flood, storm, illness, accident, theft, utility shut-off, eviction, rent deposit, foreclosure, moving expense, necessary home repairs, or need for furniture or appliance replacement or repair. Assistance may also be available to households who are unable to pay for the cost of a funeral or burial expense.
