The Housing Choice Voucher Program (also known as Section 8) utilizes the existing private rental market in Dakota County to provide decent, safe and sanitary housing opportunities for low-income families, elderly, handicapped and disabled persons at an affordable cost. The CDA administers this federal program for all of Dakota County except South Saint Paul (the South St. Paul HRA administers the program for that city). Program participants choose a rental unit from the private rental market and the property owner must be willing to accept voucher-assisted tenants. All assisted rental units must pass an annual inspection based on federally established Housing Quality Standards.

Skilled Nursing Facility with private suites and ensuite bathrooms for 21 individuals. Facility provides:

• Activities in-house and out in the community. Individual and group activities

• Care for all level

• Daily housekeeping

• Medication dispense by professional nurses

• Nursing assistant assists with bathing, dressing, toileting, transferring, eating and other care needs. Including individuals who use a hoyer lift

• Onsite chef and can accommodate many special needs diets

Offers psychotherapy methods to assist individuals recovering from trauma and other distressing life experiences, including PTSD, anxiety, depression, and panic disorders.

Provides investigation and intervention services on behalf of vulnerable adults who are unable to act on their behalf, manage their affairs, or are in immediate danger of abuse. Types of abuse may be physical, emotional, sexual abuse, unsafe or hazardous living conditions, exploitation, neglect, or abandonment. Services include:

• Taking reports and investigating abuse and/or maltreatment

• Removal of the individual to safer surroundings

• Services necessary to remove the conditions that have created a threat to life

NOTE: Complaints, questions, or concerns regarding incidents in facilities licensed by the Health Department, such as hospitals, nursing homes, boarding care homes, supervised living facilities, assisted living facilities, and home health agencies, can be referred to the Minnesota Board on Aging Ombudsman for Long-Term Care.

Cash-grant program for families with low incomes experiencing household emergencies. Families can receive assistance once every 12 months. The assistance received must resolve the crisis. Families must use their own money first. The amount of assistance provided might not cover the entire emergency, but it can help. Emergency assistance provides short-term, one-time assistance for households in a financial crisis because of fire, flood, storm, illness, accident, theft, utility shut-off, eviction, rent deposit, foreclosure, moving expense, necessary home repairs, or need for furniture or appliance replacement or repair. Assistance may also be available to households who are unable to pay for the cost of a funeral or burial expense.

Offers comprehensive therapeutic support for families with children ages 5 - 17 who are experiencing significant social, emotional, or behavioral challenges and need intensive in-home services to improve stability and help prevent out-of-home placement.
