- Administration: Manages the day-to-day operations of the City, under the leadership of the City Administrator, which the City Council delegates certain authority and responsibilities including Building Inspection, City Engineering, City Planning, and Community and Economic Development - City Attorney - City Clerk - Public Works: Provides a variety of services and programs designed to improve and protect the infrastructure and public spaces of the City. Responsible for all city facilities, city parks and open spaces, city sidewalks, streets and trails, sewer and water systems, and the Winsted Municipal Airport.

Water and Sewer - Responsible for water treatment and distribution for the city. If residents experience a sewer backup, they should contact the Wastewater department and their plumber. Homeowners are responsible for lines from the main to the house. - Provides water to residential, industrial and commercial sites. Continually tests and monitors water for quality.
