Assists the community by preparing for, responding to, and recovering from natural and man-made disasters. Services include coordination with agencies to deliver critical support, such as emergency response and hazard mitigation, ensuring recovery and resilience, planning, public education, and training.

Assists with immediate needs following a natural disaster such as a fire or a flood. Works as a backup to governmental aid and the Red Cross. Response and recovery programs:

- Advocacy: Certified social workers, human services aides, and officers are assigned to provide a professional level of assistance, including advocacy and referrals to private and public assistance programs

- Clean-Up Efforts: Salvation Army may provide cleaning supplies along with a clean-up kit to individuals and families to assist in the restoration of their homes. Volunteers may be recruited to assist survivors with major cleaning of their homes.

- Congregate Feeding: Salvation Army buildings and other sites used for preparation and service of meals to victims and relief personnel - Counseling: Individual, family, and group counseling and emotional support available through trained officers, personnel, and critical incident stress management

- Donated Materials: During a major disaster, the generosity of Americans enables the Salvation Army to solicit and distribute donated goods. Salvation Army may elect to purchase and distribute basic commodities not readily available at the time of need. These may include, but are not limited to, food, water, health and sanitary needs, baby and child care products, medicines, bedding, and other items for which an immediate need exists.

- Financial Assistance: Financial grants for immediate needs are made to victims who demonstrate need - Identification/Registration: Locates victims and provides information and communication to inquiring family and friends - Mobile Feeding: Mobile feeding units serve hot meals to victims and relief personnel on site

- Reconstruction: Salvation Army may accept responsibility to coordinate or assist with reconstruction efforts

- Shelter: Shelters may be established and maintained in Salvation Army facilities or other sites. Programs may include short term housing when shelters are not necessary.

- Volunteer Services: Recruits, trains and utilizes volunteers. Registered volunteers may be provided with housing, meals and support services including transportation, if necessary and available.

- Administers and maintains the Minnesota system for Tracking Resources, Alerts, and Communications (MNTrac), a database-driven web application designed to track bed, pharmaceutical, and resource availability from hospitals and provide for allocation of resources to support surge capacity needs - Administers grants funding emergency preparedness, including work plans, technical and administrative guidance, and other federal and state requirements - Assists local public health departments, hospitals, and other partners with their preparedness education and training activities

- Coordinates the Department of Health's preparedness activities and assists MDH staff, local public health agencies, hospitals, health care organizations, tribes, and public health officials in planning for, responding to, and recovering from public health emergencies and other community disasters - Coordinates Minnesota Responds Medical Reserve Corps, a partnership of local and regional health volunteer programs that assist health agencies during an emergency - Coordinates response to public health emergencies such as floods, widespread disease outbreaks, bioterrorism events, natural disasters, or other events that have a public health impact. Manages the Department Operations Center and supports the State Emergency Operations Center for health effects. - Leads the planning for and coordination of Minnesota's Strategic National Stockpile (SNS) which allows for the rapid distribution of vaccines and other health care supplies during a public health emergency; manages a state stockpile of resources

​- Operates Health Alert Network, which alerts local public health agencies, clinicians, hospitals, and other partners in Minnesota's health care system to events that may threaten the health of Minnesotans

The Emergency Operations Center (EOC) serves as a centralized location for coordinating disaster response and recovery efforts. The specific functions performed at the EOC will vary depending on the type and scope of the emergency, but generally include the following responsibilities:

- Business and Industry Coordination: Coordinates with businesses and industries directly affected by and/or responding to the disaster.

- County Government Response: Coordinates the response efforts of Stevens County government agencies.

- Local Government Coordination: Coordinates with any local governments affected by and/or responding to the disaster.

- Public Information: Generates and disseminates appropriate public information related to the emergency.

- State and Federal Agency Coordination: Coordinates with state and federal agencies involved in disaster response.

- Volunteer Management: Coordinates, registers, and channels the services of volunteers assisting in the disaster response.

Criteria for Activation: The level of activation for the Stevens County EOC is determined by the severity of the emergency. Activation may range from minimal staffing to full-scale operations, depending on the situation.
