Adult Foster Care means the provision of food, lodging, protection, supervision, and household services to a functionally impaired adult in a residence and may also include the provision of personal care, household and living skills assistance or training, medication assistance and assistance safeguarding cash resources. Adult Foster Care licenses are issued through the individual counties and are available for settings of less than five residents. Adult foster care license holder may have a maximum license capacity of five if all persons in care are age 55 or over and do not have a serious and persistent mental illness or a developmental disability. There are two types: - Family adult foster care home means an adult foster care home that is the primary residence of the license holder, and in which the license holder is the primary care giver. - All other Adult Foster Care arrangements are considered Corporate Adult Foster Care and need to register under HWS with the county, if they meet the HWS criteria.

Adult Rehabilitation Mental Health Services (ARMHS): Adult mental health services that enable individuals to develop and enhance psychiatric stability, social competencies, personal and emotional adjustment, and independent living and community skills. Behavior Health Home: Provides individuals with their care needs. The team works closely with the individual, their supporters, and providers to ensure comprehensive quality of care. Community Support Program (CSP): The Community Support Program is a coordinated care and treatment program that provides a wide range of individualized treatment, rehabilitation, and support services to persons with serious and persistent mental illness. The purpose of the community support program is to assist individuals to live as successfully and independently as possible in their own communities by supporting independent living and coping skills. Targeted Case Management: Helps adults with serious and persistent mental illness (SPMI) gain access to needed mental, medical, social, educational, vocational, and other necessary services as it relates to the person's overall health needs.

Cash-grant program for families with low incomes experiencing household emergencies. Families can receive assistance once every 12 months. The assistance received must resolve the crisis and not just delay the onset of the emergency. Assistance must be temporary and must not exceed 30 days. Families must use their own money first. The amount of assistance provided might not cover the entire emergency, but it can help. Allowable Expenses:
  • Housing: Rent and mortgage. Verification of payment overdue or threat of eviction notice required. Assistance for a rental unit damage deposit will not be provided if the family has already moved into the unit.
  • Utilities: Verification of pending utility shut-off required
Amount of assistance provided is based on household size. Only vendor or protective payee payments will be issued.

Provides cash assistance to help adults receiving Supplemental Security Income - SSI pay for their basic needs. Adults who are blind, have a disability, or are age 65 and older but don't qualify for SSI because of their income may still be eligible for MSA if they meet income requirements. The basic monthly MSA grant is calculated using either the maximum SSI amount (Federal Benefit Rate) for the adult or their countable income (if they do not receive SSI), and the MSA standard set by state law. Special Needs Grant MSA also may provide special payments for adults who need:
  • Certain home repairs
  • Certain household furniture and appliances
  • Guardian or conservator service fees
  • Help paying for housing costs through MSA Housing Assistance
  • Medically prescribed special diets
  • Representative payee services
Adults who receive MSA are also eligible for help with medical, food, and housing costs through Medical Assistance - MA, the Supplemental Nutrition Assistance Program - SNAP, and MSA Housing Assistance programs.
