• Encouragement of children to speak their native/home language, as well as English

• Free meals, family fun, and parent engagement events

• Head Start: Offers extended and full day programs for children

Assistance for individuals who need to pay fees or dues for a professional license or certification; does not pay for tuition, legal fees/fines, or books NOTE: Does not provide gas cards or assistance with rental/utility fees

Program follows children ages birth - 36 months by asking parents fill out questionnaires about their child. Some children need special assistance to be healthy and learn skills such as sitting, walking, or talking. Provides opportunities for education about age-appropriate child health and development, empowering parents to compare their child's development to that of other children in his/her age group.

ECFE is a parenting education program for all Minnesota families with children between the ages of birth to Kindergarten entrance. Learning opportunities through ECFE may occur in a variety of settings, such as the families' homes, district or community sites, and online parenting education and support. Programming and education services often include parents/caregivers and children, but may just include parents/caregivers. Services may include:

Medicare Savings Programs have 4 sub-programs:

• Qualified Disabled and Working Individuals (QDWI): Helps pay for Part A premiums only. Monthly income limits for individuals and married couples apply.

• Qualified Medicare Beneficiary (QMB): Helps pay for Part A and B premiums as well as deductibles, coinsurance and copayments. Monthly income limits for individuals and married couples apply.

• Qualifying Individual (QI): Helps pay for Part B premiums only. Monthly income limits for individuals and married couples apply.

Offers financial assistance for any emergency and any other medically necessary services provided and billed through the centralized Patient Financial Services. Financial assistance can range from a reduction amount of the balance up to complete forgiveness of the balance outstanding, for patients demonstrating a financial need.

With funding provided by the Minnesota Housing Finance Agency, United Community Action Partnership (UCAP) purchases homes to be rehabilitated and sold to qualifying buyers:

• Buyer makes monthly payments equal to 25% of their annual household's gross income

• Buyer purchases the home on a Contract for Deed with a 0% interest rate

Thrift store which sells clothing and household items, as well as some furniture. Accepts donations of new or used items that are clean and in good condition.

Counselors answer questions and guide women through their pro-life options for dealing with an unplanned pregnancy. Services:

• Connections to community and parent support services including resources for health care, housing, therapeutic counseling, and medical and financial assistance

• Guidance through the open adoption process, and follow-up support and counseling after the birth and/or placement of the child

Program offering therapy that examines behavior in terms of motivation at the unconscious level. Therapy focuses on the mental and emotional processes that are experienced and developed in early childhood, and their effects on the individual's past and current behavior and mental states. Provides free assistive phone devices to Minnesotans who qualify. Designed to make telephone communication more accessible for individuals who are deaf, hard of hearing, deafblind, or have a speech or physical disability. Equipment provided includes, but is not limited to:

• Hands-free speaker phones

• Light-flashing ringers

• Loud ringers

• Phones for individuals with speech impairments

• Phones that display the caller's words on a screen and allow the user to respond verbally

• Special equipment for people who are deafblind

• Phones with amplified or enhanced sound for clearer hearing

• TTYs

Repairs or replaces equipment that is not working properly or no longer meets the client's needs. If a person is not eligible based on income, the TED Program can provide information on where to purchase devices.

• Sexual Assault Advocate and Volunteer Training: Trains interested volunteers and prospective interns in direct service provision in exchange for one year of volunteer services

• Training for Professionals: Victim centered training for school personnel, teachers, parent groups, law enforcement, medical care providers, prosecutors, communities of faith, and others

MA-QWD is for employed people under age 65 with disabilities who lost their RSDI benefits because their income exceeds Substantial Gainful Activity (SGA) limits. QWD Program pays for Medicare Part A premium if eligible. This is the only benefit provided by QWD.
