This program combines self-help, professional intervention, and cultural reinforcement to assist families going through the reunification process or stressful parenting situations. Aspects of the program may include: group learning, increasing positive social networks, connecting families to cultural teachings and healing, case management, appropriate referrals, resource acquisition, and general family support. Indian Child Welfare Legal Advocacy/Compliance (ICWLAC): Enforces local compliance with the federal Indian Child Welfare Act (ICWA). This program provides court monitoring on cases involving American Indian children, legal representation to American Indian Families (in partnership with Southern Minnesota Regional Legal Services), and education/outreach to identify systemic problems and strategize on solutions regarding compliance. Ramsey County Children's Mental Health Case Management: Provides support, case management, and assistance in coordinating resources for families with children who have mental health needs.

The Energy Assistance Program helps pay heat and electricity costs. Payments for energy bills are sent directly to the household's energy company or fuel provider for propane, fuel oil, or wood. Financial assistance varies depending on household income and fuel costs. The Energy Assistance Program provides additional grants for eligible households who need help with:

  • Paying for emergency fuel deliveries of propane, heating oil, or biofuel
  • Preventing disconnection
The deadline to apply for this program was May 31, 2024. Applications for the 2024-2025 heating season will be accepted starting September 2024. Other services may include Weatherization Program and help with heating system emergencies. The program allows the agency to repair or in some cases replace heating units when they are determined to be unsafe such as a cracked heat exchanger or other issues. The Weatherization Program is a one-time grant to assist with weatherization-related repairs. The program helps reduce fuel and electric costs for low-income renters and homeowners.
