Emergency Assistance is short-term, one-time assistance for families in a financial crisis that poses a direct threat to their physical health or safety. Services may include:
  • Home repairs that make the house livable or clean up expenses for an apartment or home to make it livable
  • Moving expenses
  • Other additional food support for people who have special dietary needs
  • Property tax help for past due taxes
  • Transportation to relocate on a case-by-base basis for bus tickets only
  • Utility bills at risk of shut off such as electric, heating, or water bills in the city of Minneapolis. Rent must be current and up-to-date in order to receive assistance for utility help.
NOTE: EA does not help with rent assistance. Households who need rent assistance must apply through the Tenant Resource Connection Rent Help Hennepin application.

Respite - Short-term care services provided to a person when their primary caregiver is absent or needs relief. Services include:
  • In-home respite: Service is provided to a person in their home or the family home.
  • Out-of-home respite: Service is provided to a person in a licensed or unlicensed setting that is not the person's home.
  • Respite level A: Active, out in the community
  • Respite level B: Stay at home and local outings only
  • Respite level C: Sleep in
  • Respite level D: 24-hour period
Homemaker Services - Services that help a person manage general cleaning and household activities. Services include:
  • Cleaning: light housekeeping tasks, laundry services
  • Home management: cleaning, transportation arrangement, meal preparation, shopping for food, and household items
  • Assistance with ADLs: cleaning, assistance with ADLs (ambulating, bathing, dressing, eating, grooming, toileting)
*Training is not covered under this service. To receive homemaker services, homemaker cleaning must be the primary service provided. County-Funded Semi-Independent Living Services (SILS) - Services needed to maintain and improve an adult's capacity to live in the community. Supports people in ways that enable them to achieve personally desired outcomes and lead self-directed lives including:

There are established case priorities and, in some instances, waiting lists have become necessary to allocate services. Vouchers do not cover the amount of a total client's bill, the client must pay some of the bill on their own. Volunteers provide spiritual ministry as well as the ministry of meeting the person's basic needs for emergency food and shelter. Basic living and social skills is a separately billable service as defined below. - These services may be provided to a recipient on a one-to-one basis in the recipient's home or another community setting or in groups.
