The mission of First City Visitation and Safe Exchange Services is to offer a positive, safe, child-friendly and neutral site where children and parents can be assured that a supervised visitation or exchange will be safe and conflict free. These services assure that there is no contact between parents or guardians during any of the offered services. All services are offered on a sliding fee scale in order to keep them affordable for the families who need services. Services may be utilized by parents, grandparents, guardians, foster-parents and all other situation where visitation may be required.

Day treatment program providing early intervention for toddlers and preschoolers at risk due to emotional, behavioral, or learning challenges. Program includes:- Daily individual or group therapy- Focus on supporting social, emotional, and academic growth- Home-based family services are available to promote family stability and support- Structured activities in art, language, math, music, and physical development- Therapy approaches include cognitive-behavioral techniques, play therapy, and behavior modification

Offers an array of services in-person and virtually:- Adult assessment/psychological testing- Individual and group therapy- Prevention consultation on policies and procedures to reduce risk of sexual abuse of children- Psycho-educational sexual prevention/diversion program- Sexual abuse prevention workshops for teachers, parents, and youth-serving organizations- Specialized sex offender treatment for adults- Women's support group

Adult Rehabilitative Mental Health Services (ARMHS)Mental health support services for adults aged 18 and older, including basic living and social skills, community intervention, medication education, and transition to community livingAvailable in the following Counties: Aitkin, Beltrami, Carlton, Cass, Clearwater, Hubbard, Itasca, Koochiching, and St. Louis

Program helps qualified patients access emergency services and medically necessary care when they need help paying for these services.

Provides nutrition education and special foods which promote good health for pregnant, breastfeeding and post-partum women with infants and/or children up to age five including:- Assistance with any special needs- Health assessment and screening- Nutrition education- Referral to other community services- Vouchers are given to participants to purchase nutritious foods such as cereal, cheese, eggs, infant formula, juice, milk and peanut butter

Program for co-occurring MI/CD treats mental and chemical health issues concurrently. This program follows national guidelines for IDDT and uses a DBT curriculum specially adapted and researched for dual disorders.Clients in this therapy program learn skills to improve mental health, decrease substance use, and to build more satisfying relationships and lives.The IDD DBT program meets three days weekly at the Edina (West Metro) and Woodbury (East Metro) locations.

Operates five sober living homes offering a structured, supportive, and safe environment for individuals in recovery. Each home is equipped with a house manager and residents are required to attend sober support meetings, rotate chores, and follow program rules. 40-unit independent senior housing apartments with community amenities, daily activities, and dining options. Monthly rent includes digital cable TV service, weekly light housekeeping service, maintenance, and outdoor parking

Cash-grant program for families with low incomes experiencing household emergencies. Families can receive assistance once every 12 months. The assistance received must resolve the crisis. Families must use their own money first. The amount of assistance provided might not cover the entire emergency, but it can help.Emergency Assistance for Home Repairs: Families must own or live in the home and document the need for repair and the request must be reasonableEmergency Assistance for Moving Expenses: Moving expenses include costs for transportation of personal property, utility hookups, and deposits. Total shelter costs must not exceed 75% of the family's net income. The move must be due to the denial of Emergency Assistance to pay existing shelter costs and the county has determined that moving will resolve the emergency.Emergency Assistance for Shelter: Shelter costs must not exceed 75% of the family unit's net income and an unlawful detainer is required. The county will determine if assistance is available for families facing a loss of shelter and for families without shelter. Assistance may also include damage deposits.Emergency Assistance for Utility Bills: Families must have received a final shut-off notice. Assistance may be available for expenses such as municipal water, sewer, natural gas, electricity, fuel oil, firewood, and trash removal. The utility service must verify it will continue or restore service based on the receipt of Emergency Assistance funds or other payments.Emergency Assistance to Prevent Foreclosure: Families may request aid for an arrearage on contract-for-deed or mortgage payments when a foreclosure action occurs. The family must own, occupy, and maintain the home. The family's household income must be enough to pay housing costs over the next 12 months and can verify that their lender has denied refinancing.

Offers a state-run program that provides eligible workers with paid time off and job protection when they need to care for their own serious health condition or to care for a family member, bond with a new child, or address certain military or safety-related needs. The program offers partial wage replacement while an employee is on leave and applies broadly to most employees working in Minnesota beginning January 1, 2026.

Provides cash assistance to help adults receiving Supplemental Security Income - SSI pay for their basic needs. Adults who are blind, have a disability, or are age 65 and older but don't qualify for SSI because of their income may still be eligible for MSA if they meet income requirements.The basic monthly MSA grant is calculated using either the Maximum SSI amount (Federal Benefit Rate) for the adult or their countable income (if they do not receive SSI), and the MSA standard set by state law.Special Needs GrantMSA also may provide special payments for adults who need:- Certain home repairs- Certain household furniture and appliances- Guardian or conservator service fees- Help paying for housing costs through MSA Housing Assistance- Medically prescribed special diets- Representative payee servicesAdults who receive MSA are also eligible for help with medical, food, and housing costs through Medical Assistance - MA, the Supplemental Nutrition Assistance Program - SNAP, and MSA Housing Assistance programs.

Section 8 Rent Assistance is designed to help low income families meet their monthly housing costs - Program provide benefits each month by paying some of a family's rent directly to the landlord - Tenant pays about 30% of monthly income toward rent & utilities - Benefits can be provided to approximately 128 families a month: Program operates at capacity New applicants generally placed on waiting list Openings occur on a regular basis
