Provides severe weather reporting (Skywarn), emergency communications support service to Beltrami County for over 30 years. Whenever severe weather threatens, club members are paged by the National Weather Beltrami County Emergency Operations Center. Members immediately go to preplanned locations throughout the county where they radio directly to the National Weather Service radar operators in Grand Forks to provide advance warning of weather conditions to the citizens of the county. The club also maintains and operates the Beltrami County Emergency Communications Trailer which is a mobile command and communications center for law enforcement, fire, ambulance, and other emergency and public service responce. United Way has provided essential funding for the purchase and maintenance of the equipment required to operate the Skywarn system emergency communications/mobile command trailer. Although the individual club members donate their time and the use of their time and the use of their own radio equipment for these public service activites, the support of United Way is vital to meet the high cost of the special equipment radio link to the National Weather Service and the emergency communication used in the mobile command post.

Outreach workers are on call to meet with and talk to individuals who are experiencing homelessness and staying outside or in places not fit for human habitation. Outreach workers provide supplies such as winter clothing and camping gear (when possible) to meet individual's basic needs and connect them to appropriate services to improve their quality of life. Accepts donations of winter clothing and camping gear. Outreach workers can provide information on how to schedule a housing assessment for Coordinated Entry transitional or permanent supportive housing.

Waiver Programs for Individuals Who Need a Nursing Facility Level of Care:
  • AC (Alternative Care) Waiver supports older adults who do not qualify for traditional Medical Assistance due to assets but would otherwise require nursing home care. Services may include personal care assistance, independent living skills training, homemaking, respite, and in-home family support.
  • EW (Elderly Waiver) supports older adults who would otherwise need to live in a nursing facility, helping them remain in their homes or community-based settings
  • MR/RC (Developmental Disabilities) Waiver provides services to individuals of all ages with developmental disabilities or related conditions, supporting them in living meaningful and inclusive lives
  • TBI (Traumatic Brain Injury) Waiver supports individuals who have experienced a significant brain injury due to accident, stroke, illness, or other causes, helping them live as independently as possible in the setting of their choice
Personal Care Assistants (PCAs):
  • PCAs assist individuals with daily living activities such as bathing, dressing, taking medications, light housekeeping, and meal preparation
  • PCAs may also provide support with behavioral needs, helping individuals manage challenges in positive and supportive ways
  • PCAs can support individuals in a variety of settings, including their own homes, family homes, or foster care placements
Other Services:
  • Individuals who are not eligible for the Developmental Disabilities Waiver may still qualify for similar supports through the CADI or PCA programs
  • In-home family support services help individuals build daily life skills such as self-care, communication, social interaction, sensory and motor development, and community living skills
  • In-home family support and respite services provided by RSI (or other organizations) offer valuable assistance to caregivers and families supporting individuals with disabilities
  • Respite services offer caregivers a temporary break, from a few hours to several days, either in the family home or in other supportive settings
  • Respite and in-home family supports are often part of waivered service programs and can be personalized to fit the needs and preferences of the individual and their family

NOTE: Represents foster children only; does NOT work with custody issues Provides direct legal representation for children and youth ages 10 -21 who are abused or neglected in the foster care system. Staff and volunteers are court-appointed by Hennepin and Ramsey counties who enter children protection in Ramsey County or who are state wards in Hennepin County, as well as other appointments from other counties upon request. Other services provided:
  • CLC engages in systemic reform benefiting all of Minnesota's foster children. These projects include advocating for policy and legislation regarding children's rights, participating in collaborative working groups focused on children's issues, writing amicus briefs to state and federal appellate courts, serving on statewide and nationwide committees and task forces that address children' issues.
  • CLC recruits and trains volunteer attorneys to represent foster children in child protection and state wards proceedings and provides ongoing consultation to the attorney
  • CLC staff works in partnership with a volunteer attorney to provide advocacy for children in foster care in court and legal proceedings. CLC's volunteer attorneys advocate for foster children by ensuring they understand what is happening to them, informing them of their options, and empowering them to have a voice in the decisions that are made about their lives.
  • The range of issues includes court reviews, appropriate placement, permanency planning, transition to adulthood, sibling contacts, and access to critical services including health care, education and financial benefits
