- Open enrollment dates are Mid October - Early December - Under both programs Part B premiums are put back into the monthly Social Security check, making participants' monthly income increase. - The QMB program will pay the Medicare co-payments and deductibles. Medical Assistance-Qualified Working Disabled (QWD) Program - Koochiching County Public Health and Human Services

MA-QWD is for employed people under age 65 with disabilities who lost their RSDI benefits because their income exceeds Substantial Gainful Activity (SGA) limits. QWD Program pays for Medicare Part A premium if eligible. This is the only benefit provided by QWD.
