For incidents of severe weather, hazardous material releases, terrorism or war, the department issues public warnings via outdoor warning sirens, the emergency alert system, commercial radio, and cable television. During the response and recovery stages of an event, Winona County Emergency Management acts as a liaison between federal, state, and local units of government to promote speedy access to emergency resources and recovery funding.
