Provides the Customer Assistance Program that can be applied to most services on patient's medical bills. The program is provided when care is deemed medically necessary, after meeting income criteria. Offers both free care and discounted care, depending on individuals' family size and income. Provides culturally appropriate, community-based education services to disadvantaged youth, including:

• Adult Basic Education (ABE): ABE offers a full-day school program for young adults ages 18 to 24, combining high school diploma completion with the opportunity to earn an industry-recognized certificate in a career pathway.

• Alternative High School: State-approved program supports youth at high risk of dropping out by providing a high school education in a setting tailored to their individual strengths and needs. Operated as a contracted site of Saint Paul Public Schools, the program helps students earn their high school diploma in a supportive, flexible environment.

• YouthBuild St. Paul - Westside Career Pathways: Eligible students from both the Alternative High School and ABE programs can participate in the YouthBuild AmeriCorps program. YouthBuild provides hands-on job training, academic support, and leadership development to more than 120 young adults each year, preparing them for careers in construction and related fields.

Responsible for administering assessment for the county. Supervises and advises local jurisdictions on assessment matters, conducts statistical studies of assessment ratios, prepares appraisals for the County Board of Equalization and tax court, and advises the County Board. Provides assessment services for all unorganized townships and organized jurisdictions that contract with the county. Reappraises all parcels at least once every five years, inspects changes affecting value, administers homestead and other classifications, reviews taxpayer complaints, and assists local Boards of Review in evaluating appraisals.

ECFE is a parenting education program for all Minnesota families with children between the ages of birth to Kindergarten entrance. Learning opportunities through ECFE may occur in a variety of settings, such as the families' homes, district or community sites, and online parenting education and support. Programming and education services often include parents/caregivers and children but may just include parents/caregivers. Works to strengthen families and engage the ability of all parents to provide an environment that supports the healthy development of their child. Services may include:

Memory care facilities offer a safe and familiar environment where residents with dementia or other memory concerns receive dedicated care from trained caregivers. Each resident occupies a private apartment and receives a personalized program of care tailored to them. Memory care residents experience specialized care and security.

Offers anger management, and training on stress reduction and relaxation techniques

Community-based treatment program designed to reduce symptoms of depression and improve quality of life. The program consists of 6-8 in-home counseling sessions that focus on the following goals:
