ECFE is a parenting education program for all Minnesota families with children between the ages of birth to Kindergarten entrance. Learning opportunities through ECFE may occur in a variety of settings, such as the families' homes, district or community sites, and online parenting education and support. Programming and education services often include parents/caregivers and children but may just include parents/caregivers. ?ECFE works to strengthen families and engage the ability of all parents to provide an environment that supports healthy child development. Services may include:

New American Welcome Centers: Provide specialized support and resources for new immigrants. Services include social services, employment referrals, and medical assistance, Refugee Hubs: Serve as one-stop shops for newcomers, providing Resettlement Network Services in partnership with the state of Minnesota's Refugee Program Office.

• Hub services are designed to help immigrants or newcomers fully integrate into American society and include resolving immediate needs, finding employment, educational guidance and coaching, free classes on how to use public transit, how to help children prepare for college, and providing low-cost legal help and status change applications for permanent residency and citizenship.

• Resettlement Network Services include Family Assisters or case managers, Immigration Specialists provide legal services, Employment Specialists help to secure and maintain employment, Family Coaches provide educational and employment goals case management, and Community Orientation provides integration services.

Provides the community with education programs for Richfield Public School District in conjunction with the Bloomington Public School District, courses include:

Training and assistance for people with developmental disabilities to live more independently in the community. These programs are most typically available to persons with DD/CADI/CAC waivers and are supervised by qualified specialists.

Manages properties that offer low-rent or subsidized housing to eligible low-income households, including older adults, families, and people with disabilities.

A mental health program for children who require varying levels of intervention to address conditions of emotional disturbance that interfere with their ability to function independently. The program contains components of psychotherapy, and individual, family, and group skills training.

Programs providing individuals tools to maintain or improve their health. Services include:

Licensed residential living programs for people with acquired or congenital disabilities such as intellectual developmental disabilities, autism spectrum disorder, or brain injuries. Programming consists of:

• Sliding fee scale program: Fee reduction program for medical and dental is available to patients based on income guidelines, regardless of other coverage. Transportation assistance may be available for Sliding Fee Scale patients who need help with the cost of getting to the clinic.

Connects single adults and families experiencing homelessness or at risk of being homeless in Steele County with a Housing Specialist to provide housing problem solving. Housing Specialists can assist households with practical solutions, identify sources, alternatives, and mediate conflict resolution between landlords, friends, or family. The initial access point to be connected with a Housing Specialist is short-term and when determined there are no other pathways identified, the household will be connected to a Housing Assessor and placed on the Housing Registry.
