Administers Section 8 vouchers to eligible persons Also known as the Housing Choice Voucher Program, voucher holders find a rental with a private landlord and HRA provides a subsidy to help tenant pay rent. The family and the landlord meet to discuss rental provisions, and the family submits a "Request for Tenancy Approval" and any other required forms. The HRA inspects the unit, determines rent reasonableness and affordability, and calculates subsidy. If the unit is approved, a Housing Assistance Payment Contract is executed between the landlord and the HRA to provide for the rent subsidy each month. The family would pay their portion of the rent directly to the landlord each month. The unit is inspected once a year to ensure compliance and the family is required to complete annual re-certifications.

Minnesota's Medicaid program for people with low income. Most people who have MA receive health care through health plans. Members who do not receive health care through a health plan receive care on a fee-for-service basis, with providers billing the state directly for services they provide. MA pays for a variety of services like doctor visits, prescriptions, and hospital stays. Some services and prescriptions may require prior approval. MA pays for medical bills going back three months from the month the application is received. NOTE: People with disabilities who work, even if they're over the income or asset limits of MA, may still qualify for a program called Medical Assistance of Employed Persons with Disabilities - MA-EPD.

  • Connections and Referral Unit (CRU): Secure, detoxification program that provides short-term (up to 72 hours) help to adults and adolescents under the influence of alcohol or other substances. 22-bed facility offers clients an environment for detoxifying from alcohol and drug use. Following an intake process, clients receive medical services, addiction counseling and relapse prevention education. Clients are monitored for withdrawal symptoms and an assessment is completed, followed by recommendations and referrals to community programs.
  • DWI Classes: Provides 8 hours of education on the effects of drinking and driving, along with tactics for improved decision making. Participants in this monthly program must be involved with traffic court or the Minnesota Department of Public Safety.
  • Substance Use Counseling: Provides a series of comprehensive 1:1 and group treatment options
  • Substance Use Outpatient Treatment Programs: Designed to help individuals overcome their dependence on alcohol and/or other chemicals. Options include 1:1 sessions with a licensed counselor, group therapy and ongoing support.
  • Walk-in Assessment: Offers chemical dependency assessments

Helps individuals and families with low incomes (including temporary low incomes) get the food they need for nutritious and well-balanced meals. Provides extra support to help stretch a household's food budget - it is not meant to cover all groceries a family needs. Monthly benefits are loaded on an Electronic Benefit Transfer (EBT) card, which looks and works like a debit card. The card can be used to buy groceries at authorized stores, farmers' markets, and online retailers. Learn more about where to shop and what can be bought. The amount of benefits received is based on income, expenses, and the number of people in the household. The Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) program provides free employment and education training and support for people getting SNAP benefits. SNAP E&T participants gain support, skills, training, or experience to reach their goals. Many organizations, including technical and community colleges, community-based organizations, county agencies, tribes, and CareerForce Centers, provide SNAP E&T programs and services. Programs can include career planning, job search, training for in-demand jobs, student support, financial support, and continued support once a participant has a job.

Minnesota's version of TANF (Temporary Assistance for Needy Families). Statewide MFIP helps families work their way out of poverty by providing temporary cash and food benefits to eligible families. Statewide MFIP has a 60-month limit, there are some limited exceptions and extensions to the time limit. Participants are required to follow certain work rules. Failure to meet work rules will result in their MFIP grants being sanctioned or reduced. In addition:
  • Child support will be pursued in those situations where one or both parents are absent
  • A woman expecting a baby may receive assistance for herself during her pregnancy
  • Children who are being cared for by certain relatives may receive assistance
NOTE: MFIP recipients may be eligible for Emergency Assistance, Child Care Assistance, Medical Assistance, and Supplemental Nutrition Assistance Program (SNAP).
Offers financial assistance for any emergency and any other medically necessary services provided and billed through the centralized Patient Financial Services. Financial assistance can range from a reduction amount of the balance up to complete forgiveness of the balance outstanding, for patients demonstrating a financial need.
